So, one of my white matte batteries will not blink when it is plugged into my PCC -- even tried a soft/hard PCC reset. What can I do? (Even the contacts have been cleaned)

Look down in the threaded end of the battery. See the post in the middle. Take a paper clip or pin and wiggly that post up just a tiny bit. It may have gotten pushed in too far to make contact in the PCC.

you can also try cleaning the contacts on both the pcc, or charger, and the battery. you might also clean the atty while your at it.

My Classic PCC has done that a couple of times. I cleaned the contacts with a long swab saturated with alcohol and that took care of the problem.

I watched the video with the paper clip tip. Seems to me like the missed connection can be by just a hair or so. I was wondering if anyone has ever tried to put a very small touch of solder on the inner circle piece?

Dont solder the contacts! you can move that connection in the battery up enough with a paper clip or pocket knife. I figured out that you can be more forcefull with those things than you think. i usually just use my knife now. that connection moves up and down a good bit in the battery.
